A system of local administration in ancient China. During Spring and Autumn period, Qing, Jin, Chu and other countries had established counties and towns in some places. At the end of warring states period, an administrative system had been formed in that a county should govern a town. Since Qin brought all of china under one rule, the whole country had been divided into thirty six counties, each of all had towns. The governor of a county or a town should be designated by central government.
