两个词都表示对问题或要求的解释、恢复等。Both two words mean “to reply to a question or request.”
“回答”较为具体而“答复”有时有落实交代的意思。
回答 is concrete, while 答复has the meaning of “putting into effect.”
(1)老师认真回答了同学们提出的每一个问题。
(2)这个问题我问过他,但他的回答很模糊。
(3)我向有关部门进行咨询,对方说三天之后答复我。
(4)我们需要一个明确的答复。
例(1)和例(2)军事“有问有答”,所以应该用“回答”。例(3)和(4)含有交代、落实的意思,所以应该用“答复”。
当句子意思较含糊的时候,两个词可以换用。
