To 安置 something means " to find a suitable place for"; 安排 does not mean that.

它们也可以指一般的人事处理，或者把自己的人放在必要的地方。
Both 安排 and 安置 can be used to mean "the transfer of personnel, or placing one's trusted follower in a post ".
