2.“开动”还可以表示队伍开拔或车辆开始行驶。
开动 can also mean “to be on the move of the troop or traffic.”

3.“发动”可表示使人员展开行动（一般为较大的行动）。还可以表示一方主动开始战争行动。
发动 can also mean “to mobilize people to engage in a campaign (usually of a big scale). It can mean “to start a war” as well.
（1）领导发动大家为灾区捐款。
（2）该国经对其邻国发动过大规模的侵略战争。
