开动 and 发动
kāidòng and fādòng
1. Both verbs mean “to set a machine in motion."
(1) 在调试车间，他发动（开动）了面前的这台机器。
开动 stresses “to start motion,” while 发动 stresses “the process of operation through ignition.”
(2) 他熟练地发动了汽车，和往常一样开车去上班。
开动 can be used figuratively to mean “using one’s brain, etc.” e.g. 开动脑筋.
(3) 只要我们肯开动脑筋，一定能想出办法来的。
2. 开动 can also mean “to be on the move of the troop or traffic.”
(1)休整了一天，部队继续向前开动。
(2) 列车缓缓开动。
3. 发动 can also mean “to mobilize people to engage in a campaign (usually of a big scale). It can mean “to start a war” as well.
(1) 领导发动大家为灾区捐款。
(2) 该国经对其邻国发动过大规模的侵略战争。
1. 这两个动词都可表示使机器运转。
“开动”侧重于开始运作；“发动”侧重于通过点火等过程进行运作。
作为使机器运动的引申义，“开动”还可以表示运用思想等，比如“开动脑筋”。
2. “开动”还可以表示队伍开拔或车辆开始行驶。
3. “发动”可表示使人员展开行动（一般为较大的行动）。还可以表示一方主动开始战争行动。
