Both 扎实 and 实在 mean “down-to-earth; not impetuous in work or study” and are interchangeable.
(1) 他的基本功很扎实实在)。
(2) 她学得非常扎实实在)。

Both two words can be reduplicated into 扎扎实实 and 实实在在.
(3) 想要达到最高的境界,你就得先扎扎实实地把基础打好。
(4) 这个工程让老百姓得到了实实在在的好处。

“扎实”和“实在”都可指工作、学习、做学问踏实、不浮躁。可互换使用。
