The Story:
Jiang Shang, who had rendered great service in Zhou destroying Shang, was made an official in Qi. He reported the management of government affairs to Duke Zhou after only five months. Duke Zhou, surprised, asked him why he reported back so early; he replied that he reduced the courtesy because the affairs come from actual conditions which are done according to local customs. Duke Zhou thought of his former official Bo Qin, who had done affairs previously and reported back in three years. Jiang Shang noted, "If the government decrees are not simplified, the common people will not be close to them; if they are gentle and brief, the common people will become amiable and easy to approach."
