1. Both verbs mean “to set a machine in motion."
(1) 在调试车间,他发动开动)了面前的这台机器。

开动 stresses “to start motion,” while 发动 stresses “the process of operation through ignition.”
(2) 他熟练地发动了汽车,和往常一样开车去上班。

开动 can be used figuratively to mean “using one’s brain, etc.” e.g. 开动脑筋.
(3) 只要我们肯开动脑筋,一定能想出办法来的。

2. 开动 can also mean “to be on the move of the troop or traffic.”
(1)休整了一天,部队继续向前开动
(2) 列车缓缓开动

3. 发动 can also mean “to mobilize people to engage in a campaign (usually of a big scale). It can mean “to start a war” as well.
(1) 领导发动大家为灾区捐款。
(2) 该国经对其邻国发动过大规模的侵略战争。
