They are all nouns, but they have different usages.

1. 波浪 refers to “the undulating surface of rivers, lakes and seas”.
(1) 起风了,河面上有了波浪
(2) 尽管波浪很大,船还是出海了。
(3) 风停下来了,波浪也小多了。
In the examples above, 浪 can be used as well.

2. 浪 means the same as 波浪. It can be used metaphorically to describe similar things like 麦浪(billowing wheat), 声浪(sound waves), etc.
(1) 这里太大了,无法游泳。
(2) 海边有很多人在冲
(3) 一望无际的麦田里麦起伏。
(4) 远处传来一阵阵嘈杂喧嚣的声

In example (2), however 冲浪 is an idiomatic phrase; and in (3) and (4), 麦浪 and 声浪 are both used metaphorically, so 波浪 cannot be used.

3. 浪潮 is mostly used in an abstract sense or metaphorically to describe a social or cultural movement, etc.
(1) 中国改革的浪潮掀起于上个世纪八十年代。
(2) 演宫廷戏是现在影视界的新浪潮

In the two examples above, neither 波浪 or 浪 can be used.

三个词都是名词,但具体用法有区别。 1.波浪指(江河、湖、海等)起伏的水面。
以上各句,也可以用“浪”。2. 浪意思同“波浪”,还可以比喻和水的波浪相似的事物,如“麦浪”、“声浪”等。
