三个动词都可表示耗用。

（1）他花（用/费）了两个小时才做完这道题。
这是三个词都可带“时间”这个宾语。“用时间”是一般的表述，“花时间”常有特意安排时间的含义，而“费时间”有时含被动或浪费的意思。
All the three words can take 时间 is a general description of spending time; 花时间 indicates a special arrangement of time; 费时间 sometimes indicates an obligation to spend time on sth. or a waste of time.
（2）他愿意花（用）高价来购买这幅画。
这里不能用“费”，因为“费”含有被动的意思。
In this example, 费 cannot e used because it suggests a sense of passivity.
另外，这三个词都可以带宾语“钱”。
Besides, all the three words can have 钱 as their object.
（3）就为了买这么一个东西，花（用/费）了我两百多块钱。
“费”还可以表示用得多。可以说“费油”、“费电”、“费衣服”等，“花”和“用”没有这个意思。
费 can indicate the sense of “being wasteful.” We can say 费油, 费功夫, 费衣服, etc. neither 花 nor 用 has such a meaning.
（4）这种机器太费电了，我们应该换一种。
（5）这件事我费了很大工夫才搞定。
